You do it while writing a post:
Then a new window opens:
To be able to place pictures INSIDE of the text, like what I did here, it is a little bit more complicated. Doing the regular way like I described will end up hanging your pictures always at the end of your post. But should be suitable for your needs!

When attaching pictures, take care to ensure that the file extension is among the permitted ones listed on the Attachments window. For example, *.jpeg will not upload whereas *.jpg will. Another format - favoured by some open-source programs - *.svg is not accepted either.
