I have been doing quite a bit of research on salvia recently. All the salvia that I have received has been marked "not for human consumption." So I have several questions:

Some states have specifically illegalized salvia if intended for human consumption. Since the FDA hasn't approved salvia as a drug, why do states do this? Isn't it already illegal to sell salvia for human consumption in the US?

If not, is it legal to sell salvia for human consumption in states where salvia is completely unregulated? Furthermore, if I offer/sell a friend salvia, and we smoke it together, would that be illegal, as I sold/distributed a drug for human consumption?
