Hi there,
I'm just a new member so I can't post in this topic. But I am the author of the article mentioned in this thread:

The guy who posted it must not have read the article because he says that it was not a government decision. This is not true. It was a declaration made by the São Paulo State Office on Drug Policy (CONED-SP). That's a government office.

Apologies for misstating. OP edited. I think it was on a linking page, a rather confusing statement regarding editing that I must have misread.
