I take it this is an entirely theoretical approach?
In my experience there is no way around using a non polar to obtain a clean hcl salt... there is very little that will wash clean a tar or resin, its very robust stuff.

This part in particular... looks good on paper, but I doubt very much that acetone will work to break down your hcl tar. Ive disolved resin with a concentrated hcl water, and then tried this very step. But it didnt work. Once dried, the dissolved hcl tar/resin just goes straight back to its impenetrable state, and acetone doesnt break it down.
Phlux also tried very hard to get these results some time ago (check the cacti threads), and it didnt work out... He got a more refined resin, but certainly not clean salts
