None of those work for me at all, I'm afraid! I type something in and it just goes into permanent stasis. I presume they are blocked somehow in my country.

Unfortunately Acta Anaesthesiologica Belgica only lists articles from their 2014 issues on the website, which is weird, so I don't seem to be able to find what I'm after there (at least not for free).

Unfortunately a lot of old articles do not have electronic versions, either because the paper was too obscure for a complete type up or no one has bothered doing a simple scan. It would be very difficult to get your hands on any old un-uploaded papers. The best avenue is to contact the publisher.

If one is affiliated with a university, inter-library loans is usually an effective service in this regard. If no soft-copy is available (as you mentioned, this is often the case with old papers), the inter-library loans department for most universities will track down the hard-copy, get it scanned it and send it to you (sometimes there is a fee involved).

I'm not entirely sure how contacting the publisher would help? I'm assuming they would suggest that you subscribe to the journal/database? If by "publisher" you are referring to "author", then it could be the case that contacting them directly may be the best avenue.
